This isn't usually the domain of venture capital investing as it's traditionally pre-sales. I.e, the startup company hasn't got a product to sell yet, and therefore it's too early for VC investment funds. However, it may attract some institutional investments, and the funding rounds are usually unpriced, which is less common. Again, for VC investments for any company, there are typically a series of stages of investment for a company which can start as early as deciding that the company idea is a good one and people offering to invest in it. This initial stage is called pre-seed. It involves concept development, product or service, prototype development, and beta testing. The types of investors here are friends and family angels, bootstrapping founders, incubators, and grants. This pre-seed stage is our focus here.
